
Two things happened at the Global Fintech Fest (GFF) 2026 in Mumbai that, put side by side, tell you exactly how India is approaching agentic AI in payments. On September 9, the National Payments Corporation of India (NPCI) launched NPCI AiNxt, an open-source platform for building AI agents. A day later, it quietly shelved the much bigger idea sitting right behind it — a protocol that would let those same agents actually spend your money on UPI.
Most of the coverage this week stopped at the launch. The more interesting story is the pause. Here’s the full picture, and what it actually means if you’re a developer, a fintech founder, or someone hiring for this stuff in India right now.

NPCI isn’t shipping a model — it’s shipping the scaffolding so that a bank, a fintech, or an individual developer can wire in GPT, Gemini, Claude, Sarvam, Krutrim, or an in-house model and still get a consistent, auditable agent framework around it. That’s a meaningfully different bet than a closed, single-vendor stack.
Several of these components — including ainxt-os and ainxt-enterprise — are already live and public on NPCI’s GitHub organisation, which lists 12 repositories in total. This isn’t a press-release promise; the code is genuinely open right now.
AtOM: The Quieter Release That Might Matter More
If AiNxt is the general-purpose toolkit, AtOM is the specific problem NPCI actually needed solved.
UPI runs on constant coordination between hundreds of banks and payment service providers. Every new feature, every security patch, every partner onboarding needs testing and sign-off across that entire web of participants — historically a slow, manual, email-and-spreadsheet kind of process. AtOM automates it: integration, change management, testing, and certification, running through a single workflow that produces digitally signed, machine-readable audit trails. Under the hood, it works through agent-to-agent (A2A) collaboration, letting NPCI’s systems and a bank’s systems negotiate and verify changes without a person manually shepherding each step.
It’s less exciting to write a headline about. It’s arguably the more consequential release, because it’s the difference between UPI features shipping in weeks instead of months.
The Twist: Why the Bigger Announcement Got Paused
Here’s what most coverage missed or buried.
Alongside AiNxt and AtOM, NPCI had reportedly built a Unified Agent Protocol (UAP) — first reported by Business Standard back in July 2026 and later confirmed by Reuters sourcing in early September — designed to let AI agents execute small, routine UPI payments (think subscriptions, cab bookings, grocery reorders) without a human tapping “approve” each time.
It would have built on two features that already exist inside UPI: UPI Circle (delegated spending, currently capped around ₹5,000 per transaction and ₹15,000 a month) and Reserve Pay (blocking funds for later debits, currently capped at ₹10,000 for up to 90 days).
The UAP launch was reportedly scheduled for Thursday, September 10 — Day 3 of GFF. It didn’t happen. Business Standard reported on September 11, citing five people familiar with the matter, that NPCI put the launch on hold while it waits for regulatory clearance from the RBI.
The decision was reportedly communicated to the payments industry late on Wednesday night, just hours before the planned unveiling. NPCI is expected to spend the next few months addressing outstanding concerns before resubmitting the framework for approval.
Instead of the launch, GFF attendees got a keynote. NPCI’s non-executive chairman, Ajay Kumar Choudhary, told the audience on September 10 that the organisation is “examining the protocols that may be required to identify and authorise digital agents” on UPI — while drawing a hard line on how far that authority should go: agents can recommend, but “decision making and execution must remain separate.”
Why the Pause Actually Makes Sense
This isn’t NPCI getting cold feet. Read against the regulatory backdrop, it’s consistent with how India has built every major piece of digital public infrastructure so far: ship the open tools, govern the risky part more slowly.
